1. The Supreme Electoral Council (Consejo Supremo Electoral – CSE) estimates that the voter registry’s marginal error is high and, as such, will not allow an estimated average of 80,000 citizens to exercise their right to vote. This could prove to be a determining factor in the election results. This is why it is necessary to update the voter registry.
2. To have a transparent electoral process, a regulatory framework is needed when counting votes. This would establish clear rules regarding the funding of political parties, and would determine the information’s public character. This would be of interest to citizens. An adequate method of control over the numbers and the political parties’ and candidates’ sources of funding must be enforced during the electoral process.
3. Given indications of fraudulent inhibitions and counter campaigns that threaten certain candidates and therefore also threaten a clean electoral competition, it is our opinion that it is important to promote an ethical accord among the different political actors. This would encourage an informed citizen vote based on a contest free of attacks and manipulations.
4. Finally, it is necessary to guarantee access and facilities needed for national and international observers to conduct their observation throughout the entire political process.
