Argentina
Poder Ciudadano is a
foundation which has focused on civil rights advocacy in
Argentina since 1989. Its mission is to produce civic
information and foster collective action in order to build
citizenship, and to promote democracy-building.
They work with: citizenship-building, action for justice,
action with politicians, actions with businesses, INFOCIVICA
(media relations), international relations, fundraising,
management and finances, citizen participation and human
resources.
Its main achievements include:
-A database of Argentine politicians free of charge to the
public
-A database of Argentine judges
-Monitoring electoral campaign finance pioneers
-Access ramps for handicapped in courts.
-Promoters of laws enabling the principle of orality to be
used in Criminal Justice and in the Council of the Magistrate
-Creators of Social Forum for Justice and Social Forum for
Transparency
-Founders of the Inter-American Network for Democracy
-Established a network of close to 2,000 educational
experiences
-Training of 5,000 students on peaceful conflict resolution

Chile
Participa
is an organization which has been working for the promotion of
effective citizen participation and the creation of links
among the different actors of the society for 15 years.
(delete “Thus”) Its main goal is to contribute to a
coexistence where democratic values and rights are respected
and enforced in order to have informed and organized citizens.
Participa focuses its actions on four main areas of
work: citizen participation and citizens’ rights, electoral
processes, institutional strengthening and new technologies
for participation.

Colombia
By the end of the 80’s, a
group of 10 non-governmental organizations, which designed
Viva La Ciudadanía campaign, decided to work in favor of
democracy, the enforcement of human rights and the rights of
minorities. That is how Viva La Ciudadanía came into
being, an organization which zeroes in on influencing the
civil society; building a participative, democratic and
organized citizenship; promoting cooperation among the
political and social actors; reevaluating the issue of
development; strengthening public democratic institutions;
overseeing public entities; and building a social rule of law
in Colombia.
Programs:
-Lobbying and legislative development: besides political
reform and territorial ordering, they work on other issues
such as citizen participation, peace and alternative
mechanisms for conflict resolution, human rights, social
policy and population groups
-Economic and social development: with four main areas of
action including economic and social agenda for a new country,
social public policies, women and citizenship, and
socio-economic and environmental observatory.
-Education: building an informed, democratic and critical
citizenship.
-Communications: dissemination and spreading of information,
analysis and themes in order to create an accountable,
participative and critical public opinion.

Ecuador
Participación Ciudadana is an organization made up by a
nation-wide volunteer network in Ecuador promoting democratic
leadership, transparency in public activities and political
processes.
Its mission is to strengthen democracy through the active and
day-to-day exercise of citizens’ rights and duties, and to
raise citizen awareness on the importance and impact of their
vote and engagement in order to wipe out existing apathy.
Its main activities are:
-Organize activities and promote civil spaces where citizen
participation in Ecuador’s democratic life can be promoted.
-Conduct observation of democratic processes.
-Develop research activities to invigorate debate on democracy
and citizen participation.
-Promote actions aimed at increasing democratic education in
the different social sectors of the country.

El Salvador
The Consorcio de Ong’s de
Educación Cívica de El Salvador is a strategic alliance of
five NGO’s (ISD – ISED – IEJES – CAPAZ – ASPAD) which has been
working since April 1993 for the promotion of citizen
participation, civic and electoral education and civil society
capacity-building.
Its goal is focused on fostering active, sensible and
responsible participation by citizens in problem solving and
creation of civic values, as well as in processes aimed at
democratizing the electoral system; all of this in favor of
participative democracy-building and sustainable human
development in El Salvador.
Cocivica carries out several activities under the areas of
civic education and proactive monitoring of electoral reforms.
It is currently working on the following programs:

Guatemala
Acción Ciudadana is an organization based on participative democracy, since
citizen participation is the key element which initiates the
virtuous circle of democratization, transparency and
efficiency, and therefore, sustainable political, economical
and social development.
Hence, its mission is aimed at increasing citizen
participation and lobbying by promoting public opinion and
transparency in the public decision-making process.
Its main programs and areas of work are the following:
-Citizen lobbying on national legislation: monitoring of the
legislative agenda, publication of a legislative warning,
promotion of public debate activities
-Promotion of transparency in Guatemala: furthers transparency
in the administration of power
-Strengthening of a space where transparency is promoted in
Guatemala: fosters transparency in the conduction of public
affairs.

and monitoring: fosters citizen participation.
-Promotion of a participative electoral reform process: reform

Guyana
Electoral Assistance Bureau is an organization founded in
1991 with a view to assisting in the establishment,
maintenance and preservation of democracy, in particular
during electoral periods.
Since 1991, it has been monitoring electoral processes,
conducting surveys, educating and training the citizens.
EAB was the first Guyanese organization in being accredited as
an electoral observer and has a network of over 1,000
volunteers countrywide.

within the society; overseeing the electoral processes;
proposing and determining the guidelines to be followed during
elections; and advising on electoral and reform matters.

The Movimiento Ciudadano por la Democracia (MCD) is a
civil society organization founded in 1991 with the aim of
advocating for citizens’ human and political rights. It is
engaged in the development of a new political and democratic
culture so close linkages can be forged between the government
and the citizens, based on mutual respect, participation,
lobbying, follow-up and democratic dialogue. Likewise, this
organization seeks to be a space for debate and analysis of
nation-wide problems, thus generating proposals for an active
participation of society.
This entity’s goals are:
- Advocate for the enforcement of human and political rights
in Mexico.
- Continue with the efforts put to achieve democracy in the
country by creating a new State-society relation.
- Further the creation of a democratic culture relying on the
preservation of ethical values and by means of citizen
education.
- Support the articulation and aggregation of Mexican groups
and citizens.
Among its current tasks, MCD supports the different fronts and
citizen groups through information systems, publications and
forum organization; elicits the organization of citizen groups
and training and analysis workshop organization on specific
issues; researches, disseminates and fosters the political
agenda, among others.

Nicaragua
Etica y Transparencia is an institution founded in 1996,
made up by a council of 20 entities and movements with the aim
of fostering democracy, eliciting and disseminating civic
values and human rights advocacy. Likewise, it furthers
citizen participation in the elaboration and execution of
State institutional plans and country-wide laws.
Among its main activities are:
- Conduction of the first two domestic electoral observation
missions in Central America.
- Facilitation of national dialogues
- Conduction of citizen consultation processes.
- Elaboration of a performance assessment tool at the
municipal level.
Etica y Transparencia is currently working in the first stage
of monitoring the performance of the judiciary and turning the

Justicia y Paz is an organization that came into being in
July 1990 through a decision made by the Panamanian
Episcopal Conference. Its main goal is to advocate for and
promote human rights, justice and peace based on the Holy

an analysis of current reality, of human rights violations and
of education in order to foster citizen participation.

Paraguay
Decidamos, founded in
1989, is an association of non-governmental organizations
focused on the development of values that consolidate
democracy as a political and social process. Hence, it
develops campaigns for citizens to express themselves with a
view to fostering citizen rights and guarantees, promoting
citizen participation in government and public life as well as
sensibly forming their opinion through civic education.
Its main programs are:
- Democratic culture: where projects such as defense of
democratic achievements, electoral observation and “Towards a
society with social justice” are carried out (it encompasses
the topics of tolerance, transparent management of public
resources, gender equality, legality, civility and social
justice).
- Citizen participation in governments: this program seeks to
rebuild the State-civil society relation. Three major projects
are carried out: strengthening city councils, social and
supportive Mercosur and integrated Caaguazú.
- Organization and training of the youth: developed by means
of training and formation of young leaders.
- Institutional development: its areas of work are training
and participation; legal, administrative and pedagogic
advisory; communication and institutional systematization; and

Peru
Transparencia came into being on
July 18th 1994 as a civil society organization seeking to
assist in democracy building and deepening of the democratic
culture in Peru by means of education and citizen
participation.
Among its main goals are: strengthening the democratic system
through electoral observation, promotion of a culture of
vigilance and active citizen participation, contribution to
the oversight and control of political institutions and actors,
and consensus-building among political and social actors.
Its institutional programs include:
- Social vigilance

- Consensus-building for political reforms

Among its main achievements are the observation of 7 electoral
processes, mobilization of over 70,000 volunteers (in said
processes), mobilization of different actors in the society

The Centro de Asesoría y
Promoción Electoral (Center for Electoral Promotion and
Assistance - CAPEL) is a specialized program of the IIDH (Inter-American
Institute of Human Rights) created in 1983. CAPEL is the
Executive Secretariat of the Associations of Electoral
Organizations of Central America and the Caribbean since 1985,
of South America since 1989 and of the Inter-American Union of
Electoral Organizations since 1991.
The aims of the Center are to provide technical advice and
assistance on electoral matters, organize electoral
observation missions, promote citizen participation through
electoral and civic education programs and training courses,
form a specialized library on the subject of elections and
foster the creation of a democratic culture.
